York woman crushed in accident caused by heroin user, cops say

A York woman was unloading groceries when she was hit by a car driven by a man who had just used heroin, police said. She is in serious condition.

York City Police have charged the driver with aggravated assault while driving under the influence.

It happened on Aug. 10, as Cheyann Miller was unloading her groceries from the back of her Chevrolet Suburban in the 700 block of Roosevelt Avenue.

That's when a green Saturn Ion, driven by Tyler James Connelly, drifted out of the lane of traffic and struck her, according to an affidavit of probable cause.

Miller was crushed between the two vehicles.

Police, at the time Connelly was charged last week, said Miller was in a medically induced coma, was in danger of losing her legs and was fighting for her life.

An update was not available Tuesday, but she remained in serious condition at York Hospital, a hospital spokesman said.

Connelly, 25, of the 700 block of Cassell Road in Newberry Township, has been charged with aggravated assault, aggravated assault by vehicle while driving under the influence, accidents involving death or injury while not licensed, aggravated assault by vehicle, careless driving, and driving with a license suspension.

He remains in York County Prison in lieu of $75,000 bail.

A detective spoke with Michael Brooks, a friend of Connelly and a passenger in his vehicle. Brooks told police that they drove to York to buy heroin, and they bought 10 bags in an area near the 200 block of Roosevelt Avenue, court papers state.

Connelly then parked the vehicle so they could use some of the drugs. Brooks told police he saw Connelly ingest four bags of heroin, the affidavit states. Brooks told police he used two.

After using the heroin, Connelly drove north on Roosevelt Avenue. Brooks said he saw Connelly dozing off and driving the car to the right several times, the affidavit states. Brooks said he looked down to use his phone and suddenly felt an abrupt impact.

An event data recorder in the vehicle showed the car was traveling 29 mph and did not brake at all before the crash, the affidavit states. Police also did not find any mechanical failures with the car.

Connelly was admitted to York Hospital after the crash, and a drug screening showed he had amphetamine, cocaine and opiates in his system, the affidavit states. He had not been prescribed any medicines that would have affected the screening.

Connelly's driving privilege has been mainly suspended for eight years, the affidavit states. He was convicted of DUI in 2008 and 2009. He also has been charged with driving under suspension four times between 2008 and 2014.
